Specifically means: Seeing the Didaar (Sight) of the Jamaal (Beauty) of His Tauheed and Drowning in Visualization of the Name Allah the Essence is Wisaal. He who has connected with Allah after disconnecting with His Outsiders is Waasil. Plural of Waasil is Waasileen. That person who has Wisaal with Allah he is called Waasil-Bi-Allah.
